U.S.C.G. Safety Alert on Man Overboard

This article is the result of an investigation of a Man Overboard loss in a Container ship. However the conclusions and recommendations are highly relevant for Tugboats and other work boats also. In addition, they are aligned with the Coast Guard's recent increased Tugboat Subchapter M inspection focus on man overboard rescue equipment and procedures.

On April 11, 2019, after receiving a COI on the first of 10 tugboats, American Tugs & Barge Inc, San Juan, Puerto Rico had a U.S. Coast Guard inspection of the second boat.

During this inspection, they received an 835 for deficiency of "Vessel Inspection Requirements, including 46 CFR 140.425(a)(5) for not being able to demonstrate procedures or equipment to retrieve a person from the water.

“... The USCG (SubM) option boats are required to perform a MOB drill for the USCG at the time of COI. In 137.215 (4) a surveyor has to examine systems in support of drills and training to ensure that it operates as intended. In response, the C-Hero MOB system can be an incredibly simple and affordable solution to that challenge.

C-Hero founder Shane Smith, worked for more than 30 years as a tug captain performing coastwise towing, pushing barges on the rivers, and ship docking on San Francisco Bay. He has operated push boats, conventional, and tractor tugs. Importantly, Smith spent the next part of his career training captains and helping companies go through internal and external audits of their marine safety management systems (SMS).

Harken, C-Hero Debut MOB Rescue System

The manning levels of towing vessels coupled with reduced maneuvering capabilities on heavily trafficked waters in restricted visibility limit rapid man overboard recovery options,” Smith said. “The C-Hero system is the best possible means of assuring a safe, swift recovery in nearly any operational condition by one person.”

Decatur Marine Audit & Survey, a U.S. Coast Guard third-party organization, recently reviewed the C-Hero MOB Rescue System and awarded it a type approval certificate specific to the International Maritime Organization (IMO) A520(13) operational readiness requirements for vessels with lower freeboards. Smith said the type approval is a huge step for the potentially life-saving system.

“We’re thrilled that Decatur Marine’s exhaustive technical review of C-Hero has resulted in the system’s type approval,” Smith said. “We look forward to the day when all Subchapter M workboats are equipped with a C-Hero MOB recovery solution.”...

Instructors Agree on OSCAR Water-Rescue Training Dummy

Recovering someone who has fallen into the water is no easy task, especially if the victim is unconscious or lethargic due to cold temperatures. Training is essential to prepare potential rescuers for how difficult it can actually be.
